Unfortunately for some people, the answer is NO, at least in case of the US and Canada.
That means, you can't apply for citizenship by descent nor you have any other privilege - you'll have the same status as everyone else.
There are some rare exceptions, e.g. if you were "forced" to renounce your citizenship while applying for another one, but that's not always the case.
