When are gifts considered bribes for gov't officials? | Matters of Fact

In this edition of #MattersofFact, Presidential Anti-Corruption commissioner Greco Belgica urges for clearer guidelines when it comes to government officials accepting gifts or tokens of gratitude. Belgica says they cannot stop private individuals from expressing their gratitude to government officials but he also says the law isn't clear on what counts as an acceptable amount.
