Impartial verification and analysis of submissions for construction and renovation projects by Daniel Dargis engineer
What is unbiased analysis of new renovation and construction submissions?
1-It is a precious tool to verify with an impartial or unbiased expert the bid(s) in a submission and to propose clarifications or corrections to it. This in an impartial way of selecting a contractor. In order not to commit oneself too quickly by decisions based solely on the price or the sympathy that the entrepreneur and the client may have for each other.
Meant to help as much to protect the CLIENT who lacks the necessary:
- Knowledge;
- Perspective;
- Impartial advice so as to make the right decision.
As the CONTRACTOR in order to be better prepared, more professional and make a better impression.
For the CLIENT as much as for the CONTRACTOR
2-Goals:
- For the client: Avoid committing to contracts that can compromise not only the project but also degenerate into conflict, financial problems, bad quality of life, etc. ;
- For the contractor: Make more professional submissions, better written, more convincing and avoiding errors of commitment.
3- What does an impartial submission analysis include?
- Analysis of the project’s basic documents: plans, sketches, manual drawings, specifications, photos, … ;
- Visit of the construction site if it concerns an existing edifice;
- Checking if there are no oversights, amendments or clarifications to be made to the tender: as much for the materials, labour, contractual conditions, warranty, the inclusion of inspections and impartial compliance verifications, ...;
- Search and select other contractors as needed, for the client;
- Meet with the contractor(s) and the client to clarify certain points as an impartial expert mediator ... BEFORE ... signing an agreement;
- Propose submission changes including clarifications, on:
o The use of legal, qualified and certified labour;
o Progressive payments;
o How to manage materials, permits, and manpower ...;
o Termination of contract or penalty clauses;
o ... a whole lot of points.
4- Qualities of the impartial expert in submission analysis:
- Strong GENERAL experience in the field of construction: technical (engineering, architecture, plans, building code) and legal:
o So, preferably, not only a(n):
RBQ contractor;
inspector;
engineer;
attorney;
estimator;
architect;
technician;
or a worker.
… but a COMBINATION of all these qualities and knowledge.
- With a code of ethics, being part of a Professional Corporation;
- Objective, neutral and without having any interest or financial benefit in the project under consideration. Or, if there is an interest, to let the client know at the start;
- Proficiency with IT tools, sheet and calculation grids software such as Excel or MS Project ...... AND, all of this combined with a strong PRACTICAL field and company experience;
- Also equipped with canny communication skills to orchestrate productive client-contractor relationships.
So, do not hesitate to contact me for the unbiased and impartial submission analysis.
